If they had, from day 1, pushed drilling, increasing refinery capacity, remove barriers, etc. we still would have had a big price increase.

Since prices are to an extent based on perceptions of future supply and demand, not just current supply and demand, the cost increase would probably have been lower, but it still would have almost certainly been large.
