I've noticed that as well! He stutters, ummmmms, ahhhhhhs, etc without end.....Rush had a long montage on just that within the last two days..... IMO, GWB is MUCH better a speaker off the cuff, than Obama ever thought of being.... He sounds just awful, stammering out a kind of word salad that makes no sense at all. Much, much worse than Bill or Hillary Clinton in the same position.
