He is so long as he is in a scripted environment.

When he isn't reading, I don't find him to be more articulate than George Bush.

In his press conference a few days ago, fully 20% of the time of the conference spent was in stuttering and stammering -- uh, uh, um, uh, well, uh -- (courtesy Limbaugh, who pieced them all together to figure this out). Not impressive.

But yes, as long as he's reading he's fine.
