No it wasn't.

For example, there were tape recordings of Iraqi officers talking about hiding things from UN inspectors, he showed satellite photos of vehicles removing things from buildings prior to UN inspections, there was the fact that UNSCOM said Iraq had not given an accounting of the weapons they admitted they'd produced in the past as required, etc.
