You seem to be under the impression that only world leaders speak at the Brandenburg Gate. That isn't the case. Far from it. The Gate has been the site of many rallies, all with speakers. The Falun Gong had a rally with speakers, an association of dairy farmers held a rally there complete with tractors. In fact, the Gate is regularly the site for political rallies of all types, each with speakers. Virtually none of whom are world leaders.

Not to mention the various love parades and even a live broadcast of a soccer game on large TV screens.

Were they all arrogant?

Besides, you are aware that the whole visit to Berlin was the work of the German ambassador to the US? And he, in fact, suggested the Brandenburg Gate as a possible site for a speech?
