The intent here is to cover recreational sex for men but not women.

One cannot ignore that there are major physiologic differences between men & women - men don't get pregnant. If men had a risk of getting a 10-lb lump on their back for nine months after sex, and if there were a pill that prevents it and is not covered then we are in a non-discriminatory mode.

The easy answer is not to cover Viagra because it's recreational and men are going to pay for it without complaining - a bit like cosmetic surgery which is not covered, but doesn't stop people from paying $$$$$
