BTW recognition of the strategic importance of the Persian Gulf is not a Bush or a "neocon" policy, it dates back to the Carter administration when he declared the free flow of oil from the Persian Gulf was a "vital interest" of the US

It dates back even before then, at least to an extent, but I suppose that might be the point where you find formal public recognition by the president, backed up with a specific declaration that we would go to war over it if necessary.
