What do you mean by "China, Japan and Korea proposed to use 3.1-4.9 GHz" ? The countries (as represented by the regulators) are proposing this? Isn't that UWB spectrum (or in any case, not unencumbered spectrum)?

PS ever give any thought to how much a 2x100MHz spectrum block would go for at auction? You could probably deploy FTTH to the whole US for that amount.
