There is no delay effect with the atmospheric heating effect of the Earth by radiation. It all happens at the speed of light and is in equilibrium for all practical purposes. This is a statement that the 2nd law of thermodynamics is false. equilibrium for all practical explanations of thermodynamics means the amount of water vapor, the temperature, the winds would not change. It is an idiotic statement.
