It's exactly the kind of a compromise that congress USED to be able to reach. Why not now? At the core? I think it comes down to the money in politics, and gerrymandering. These guys serve the special interests, not the country, and they can redraw their districts, essentially house by house, so there is little risk of not being reelected. I'm not sure we still live in a Democracy. Congress has what, a single digit approval rating? Yet the vast majority will be reelected.
