This is my take from accounting view point:

On NOK's book, the up-front payment might show as a Deferred Charge(asset)on the Balance Sheet that will be amortized over the term of the agreement(15 years).

On Qualcomm's book,the up-front payment might show as a Deferred Revenue(Liabilities) on the Balance Sheet that will also be amortized over the term of the agreement(15 years).
