Ask anyone you know about the highlights of the just passed bank bailout plan. Almost no one will know. Most don't know the difference between Freddie and Fannie, how the Discount Window works, or even what the prime overnight lending rate is for. I know a lot of people who think the fed funds rate is the interest rate banks charge for loans to consumers. What Americans in general know: Housing prices are dropping some people are losing their homes gas prices are high stock market is down some banks are having problems
