9:00pm seating will be too late to watxh the sunset over Manhattan and the ight lights rise ... early dinner at the time Spots is going will be better for the view. Anytime is great for the food and dessert. Oh, Spots, the dessert...they have one that's a chocateer's ecstacy AND it come in the shape of the Brooklyn Bridge (yummm)

An aside, I reserved (not guaranteed by restaurant, thre are only 3-4 for 2s) a window table for 2 (my wife and I). Unfortunately we were running late and would arrive 30 minutes late....I called and spoke to the matre'd who told me "there is only 1 left and it's first come first get".....
I said "there's a twenty for you if that one left is mine". 45 min later (30 min late) we arrived and the matre'd greeted me as a long-lost favorite relative and seated us at the only window table available. Our handshake was our joint joy. How wonderful.

YES, they take plastic !!!!
