If the Republicans have let the corporations rule for the last 6 years, why haven't the oil companies gotten Bush and the formerly Republican led Congress to open up ANWR and the OCS previously?

If the economy has turned stagnant and oil prices have grown most sharply in the last year and a half and if Republicans are at entirely at fault for that, why did those things only occur after Democrats won majority control over the House and Senate?
