Hugh, a battery service station which supplies dud batteries would soon be out of business. Swappable batteries is the answer. As you say, the cost of current battery technology is high. When built into a car it's an expensive retail servicing cost to replace them. They don't just unplug in 10 seconds and the new one clip into place in another 10 seconds with the driver wirelessly paying the account from the driver's seat.

There is plenty of battery technology able to get 100 km for a little city car and swap stations would make refueling fast, convenient and cheap.
