I was wondering that myself. EPA now has a tax base where it never did before with IKEA and a home depot and a bunch of law offices (the really expensive ones that do IP law) in that area off 101 they used to call "whiskey gulch" that is actually EPA. But while the hills of east san jose are gentrifying with the San Jose country club etc, I don't see anything like that going into EPA. Not completely sure though.
