Don't be dense Brumar. When can we expect oil to start flowing from OS platforms off the coast of FLA or CA once Congress lifts its ban? Your best guess as a professional, not a partisan.

About a month later than it otherwise would have, had Congress lifted the ban on the day president Bush lifted it. If this Congress does not lift it, the flow of oil will be delayed by additional 6 months, when the new Congress can take it up.

And, BTW, during this inaction, Chinese are going to be drilling off the coast of Florida. Drilling for oil that could potentially have been extracted by US companies.
