0.01 ppm for He3 is thin gruel. To get 10 gram of the stuff, we'd have to vacuum up and filter 1000 million grams of dust or 1000 tons.

Swarms of little photo-voltaic powered robot vacuum cleaners could roam the surface then head back to a collection point and rocket to launch the stuff to Earth.
