Jimmy Carter was the ONLY President since Nixon that wasn't totally under the thumb of Defense Contractors.

He TRIED to make the defense industry work according to the rules of capitalism, rather than the rules of LOBBYISTS.

NOW, even if the Pentagon PUBLICLY states that they DON'T WANT a particular weapon or system, they are OVERRULED by Congressmen and Lobbyists that want to keep the spending and jobs in their districts.

You say that Clinton "appeased bin Laden", but it still seems that he was the only Presdient that was actually working on killing the guy, even though there wasn't any "direct proof" of his connection to Cole or anything else.

NOW, there is DIRECT PROOF that bin Laden was behind 9/11, but he's STILL out there 7 years later.
