I read the link, and all I can say is it sure looks like he'd be better off with a battery. And electrolysis has been around for a couple of hundred years.

If electricity were the output, it would be swell but it's the input - and we have much simpler devices (batteries) to do what's described (storing electrical energy).

Clearly there is some key information missing from that article. There must be something important there since some smart people are making a big deal about it.
