Thanks. I tried all of your suggestions:
- fans are fine
- I re-seated the card and power
- I checked voltages under load. Apparently, this computer has one of those BIOSes that use up power. Windows idle had slightly higher voltages than BIOS screen. When I run nVidia stability testing program, I get voltages approximately the same as I have seen on the BIOS screen.

Voltages within 5% is supposed fine, but I came across this review:
anandtech.com

The reviewer was not too crazy about voltage stability of the tested PS, even though it barely dips to my levels at 110% of PS rated power.
