Certainly it is possible. I personally would replace the PS first because that is more likely. Even if the voltage is within specs, there could be brief dips in voltage that wouldn't show up in a BIOS reading but could cause your system to act strange.
I am monitoring it now with a software called PC Probe II that Asus lets you download. I am in windows, idle, pretty much (CPU at 38C at lowest frequency, lowest voltage, graphics card doing only 2D windows, not much in the PC except 2 drives.
So I would think that the PC is not consuming much past 100W, and PS is rated at 480W, I believe.
Yet, the 3.3V is between 3.20 and 3.22, 5V is between 4.78 and 4.81, 12V is between 11.84 and 11.90.
I am not quite sure how to do a proper stress test, because it would involve going into a full screen mode of a 3D game, at which point I can't get the voltage readings. I suspect that the nVidia Stability test utility does not stress the GPU enough. It is a 3D, windowed (not full screen) utility...
