Beside the usual 5~10 year lag between discovery and extraction, there is currently a severe shortage of oil drilling equipment and engineering resources.
Even in more convenient locations inside the lower 48 the BLM has issued so many drilling permits during the Bush administration that the majority remain unexploited for this same lack of equipment.

Approving even more oil and gas leases will not make a bit of difference. The bottleneck for increased production is not in a lack of permits.
