Not exactly.

When you ship a chip to a customer, the anount customer owes you becomes account receivable, becomes your income. Even before the cash is received. When Intel get's paid, the only thing you do is decrease accounts receivable and increase cash. No effect on income.

A better analysis has to consider the difference in account receivables between Q3 and Q2.

The only thing this difference influences is cash, not income.
