Blame and credit are a subjective thing. However, history could well blame Pearl Harbor on FDR, while crediting him with the eventual victory. He was, after all, the Top Guy.

FDR knew of the threats to the Pacific Fleet. He could have - and was advised by some to - pull the fleet back to San Diego. He chose instead to present a 'tough front' to the Japanese during negotiations, unaware that the Japanese had already cast the die.

So, is he to blame? Or was the military, caught off guard? Or the intelligence community, similarly caught napping? The ultimate responsibility still lands on FDR - the Commander in Chief.
