They ARE heavily taxed measured as a percentage of income.

They are heavily taxed as a percentage of income beyond what is needed to keep people alive and able to work.

But since their income is so low, the actual percentage of income paid in taxes is also very low.

To put it another way the government extracts a large percentage of what is there to extract without utterly destroying the country, but the amount that is available, not just in absolute terms, but even as a percentage of average personal income, is low.
