They add staff less often, and cut staff less open, in other words they adjust staffing levels less in response to changing conditions, they are less flexible...

Most of what government does is static. Other things like the military need to be held in reserve... can't build a military over-night if it's needed suddenly. A road is a road... it needs to be cleaned on a regular basis. Demand doesn't fluctuate like it does in the private sector. And if it does, government adjusts.

The private sector is subject to all sorts of turmoil from technology changes to economic conditions to take overs.
