OK, there was some minsucule entitlement program, that most likely was not called an entitlement program.

also ,tim,what is to keep entitlement reform from being the proper financing of entitlement programs through higher taxes and tarrifs.

I wouldn't call just increasing taxes "entitlement reform", so its partially a definitional issue.

But more importantly there is the simple fact that we can't afford to raise taxes that much.
