Remember the whole curvature of the earth thingy that inoys brought up but didn't mean anything for CA. Well it does mean something for Brazil......230 km is 144 miles off the coast. The platforms won't be visible to the naked eye like they will be in CA.

Of course, Brazil is in the enviable position of not having to drill if they don't want to. They were smart to not elect a president like Reagan.
