I'm not sure of the money flows in USA, but there is definitely some knowledge sharing going on, that economically benefits those that are close to decision makers. When a society changes from something destructive like communism to become a democracy, the unbalances are huge and brutal. I believe that most of these countries demonstrate this very well. In a country like this, I believe that the most meaningful definition of "democracy" is "the ability that the population can replace the government by vote". However, the more balance you get, the more transparency you will need and get.
