Wrong. The Tonkin incident was not flimsy, it was a total fraud. The U.S. attacked Vietnamese boats, then used that battle as a pretext to invade the country. Here, Georgia made an unprovoked assault on Ossetian civilians, and so Russia intervened to defend Ossetia.

It is entirely possible that a local situation has given Putin's Mafiothugocracy a golden strategic opportunity.

The great thing about Putin has done for Russia is that he has the rolled back the Mafiathugocracy that America installed in 1991. That Mafiathugocracy looted Russia on an historic scale and set the country back decades.
