It is obvious that one of the reasons the US production is dropping is because we been prohibited from developing ANWR and along the California and Florida coast. Don't imagine that our production would have gone up but certainly would not have gone down as rapidly.

If no one is opposed to drilling why do you appear to be such an anti driller? To me its a no brainer developing the outer continental shelf and ANWR. If nothing else it will create good paying US jobs, we will export less of our US$ to countries that are anti US and thus help with our balance of payments. The more of our $ we keep here the better.

As for drilling the shallow waters off California and producing oil within a year, that came from a very knowledgeable person on another thread. I believe he was referring to Chevron and their leases. There is already oil production off of Santa Barbara and the coastal area has been studied extensively. Perhaps looking at the Chevron web site or asking their Investor Relations will answer your doubts.
