The NATO countries had not utter any words regarding their intent to offer Georgia NATO membership at this time. To do so would provoke the Soviets.. err.. Russians to just conquer the entire country.

And it's doubtful that the UNSC would be able to do anything with a Russian veto power to prevent it.
