I would guess that person scooping up the pigeons is eventually going to eat them. One of my dogs used to do the same thing with cats and there was never a police investigation but it came pretty close. A friend of mine a lawyer on the west coast finally set up his own office a few months ago and had his first client back to review files. All along the hall way one of the Chinese businessmen on his floor had hong chickens to dry from the ceiling because there is excellent ventilation in the hall. Needless to say the client was not impressed but if his client had been my dog it would have been first rate.
