"G8, olympics, international trade etc." The G8 is one possibility. Under the present circumstances, it isn't as strong as it was during the 1990s. Ditto with international trade. Given the oil and gas they control, it would be much more expensive if they decided to restrict flow by 10% than any pain we could inflict by embargoes. And we couldn't get some of the big exporters like China to stop trade.
