Your question isn't directly relevant.

Your question goes to the issue of how much the government gets involved, not how well the government deals with problems. "The government does X", or "the government gets involved in X", isn't evidence for "the government should do X", or "the government does a great job with X".

Also the issue is not limited to infrastructure.

More over you ignore the issue of the decision of what change to make, and the timing of it, and instead look only to how the government can and has made changes.
