Russians, in the sense of "people from Russia" includes Chuckchas and many other people. The knowledge that many russians don't do russian well comes from Russians. I once made a Russian language test, where the result "You probably cannot read this" also explained, that 7% of the russian population would have this score. With the regard to the relationship between Russian language and negative feelings, that's something I hear from east Europeans. I don't have this association, and I like Russians, and I'm trying to learn Russian.
