Best thing government can do, if they don't want to be an idle observer, is to grease the skids and lower the barriers for more efficient technologies. It's really stupid when even solar plants have to waste money on "environmental impact" studies, as if some desert pack rat is worth saving.

That is the worst thing they can do. Burning oil will be better for the environment than battery powered cars. So this would push the poor performing product and hurt the environment. The only thing I would support is expensive research into fusion, subatomic research, and high efficiency solar electrical panels. But subsidizing a technology the market won't support is a bad idea.
