The beneficiaries would include anyone negatively impacted by an oil spill.

And would relieve the industry of that obligation. It's a trust not a traditional tax that goes towards general revenues.

Wonder why they discontinued it, then reinstated it? As much as I am willing to give government a break (compared to you hate America guys) they sure do some convoluted stuff sometimes.
