What does that have to do with Iraq, which was largely secular under Saddam? The rads were/are in Afganistan, Pakistan, etc. Not Iraq. And the rads are individuals and groups... not any one country to focus on. So focus on them. Don't destroy and take over a country, especially one that wasn't involved. If we used the logic you set out, we should have gone into Pakistan post Afganistan.
