"The Democrat approach has been to stall and delay the drilling proposal. My approach would be different if I had any say. I'd say let's drill and that will prove once and for all that we can't drill our way out of this problem."

The Republican strategists are not really trying for oil independence because they do have smart people and they know it is no longer possible. The strategy is to lie to the voters and convince them that through the simple expedient of drilling all our energy problems will go away...sadly most are buying it the same way they were convinced that Saddam was responsible for 911.
We can say OK go ahead and drill but in the long run that just makes us look stupid... I wonder if we can insist on guarantees that oil will be delivered in vast quantities that will give us independence.... HAHA, fat chance.

The fact is that depletion of a limited quantity of anything, eg, oil, gas, minerals, fish, bacteria, animals, and humans also...will produce a bell shaped curve as the pumped, mined, fished, killed, and hunted continue to deplete the original amount of the starting material or resource... the height and width of the bell shaped curve will be determined by the rate at which the limited resource is depleted...

BTW, there is no Democrat Party.
