You're kidding? To claim that Kruschev was not the aggressor totally ignores the facts underlying the entire incident.

We know, particularly from Penkovsky but also from others, that Kruschev was doing more than "brinksmanship". He was totally prepared to move to nuclear war. Penkovsky absolutely believed the Cuban Missile Crisis was about Kruschev developing AND using a first-strike capability (which was the reason he gave his life to stop it).

While the cave-in on the missiles in Turkey was big from a behaviorial aspect, we were more directly affected by another cave in, which effectively assured Castro would remain in power.

Castro was a major irritant at the time, and JFK was particularly focused on dealing with him. After the CMC, all that stopped and we were stuck with Castro.
