I would say the burden of proof is on the proposition that it wouldn't scale.

Not when the scaling factors are that large, and their are many other difference in political culture, and physical layout of the country and distribution of people within the country.

And quite possibly they are in a great position for the future.

And quite possibly they are in a worse position because of this effort.
