You have to remember that some of these guys use novel definitions. That can cause problems if you try to use a standard one.

What Hugh is trying to say is that Russia claims those states as their "sphere of influence". Just like we claim much of North and South America as ours.

Now, you and I know the difference. But I strongly suspect that Hugh likely considers the difference to be "nuance" or "spin"...
