We failed to assist Russia after the fall of the Soviet Union for two reasons:

1) It's too big. East Europe is a huge area, but EU was not able to deal with Russia, too. Maybe this was a mistake - history will tell.

2) Russia's history is different - they were the only east European country that was not occupied by Russia.

However, we actually did assist Russia, with money, projects etc. Just not as much as many other countries.

Additionally, most Russians that I know, who were involved in knowledge exchange programs, either could not speak English as promised (which reduced knowledge exchange to virtually zero, they probably bribed their way in) or emigrated to USA. All the non-Russians that I know, who were involved in similar programs, have helped their country afterwards.
