My view on Russia is very much tainted by being in EU. By adopting several east European countries, EU has been able to transform those countries a lot - much more than could have been possible if these countries stayed outside EU. If you really want to change someone, marry.

That's basically what was not possible with Russia. EU was not capable of extending itself to Vladivostok.

I recognize all of your post - my post was basically about the reason behind "there appeared to be a total disregard for building the institutions underpinnings of civil society". That phrase implies that Russia had not been a civil society for many, many years. That's not obvious to many Russians.
