By adopting several east European countries, EU has been able to transform those countries a lot - much more than could have been possible if these countries stayed outside EU.)) Interesting. I think I understand. Of course, Canada (where I live) also has a very strong civil society, and if Western Europe has been successfully able to help transform Eastern Europe in this manner, that is a very good thing I think. ((My post was basically about the reason behind "there appeared to be a total disregard for building the institutions underpinnings of civil society". That phrase implies that Russia had not been a civil society for many, many years. That's not obvious to many Russians.)) Let me ask you then. Do you feel the West and Russia are equally complicit in what happened to Russia after the collapse of the Soviet Union? Or do you feel that with the absence of a tradition of civil society, it would have been nearly impossible for Russia to evolve in any way other than it has?
