No, it doesn't 'imply' it --- it flat-out states the simple fact that all PUBLIC GOODS (i.e., the public airwaves, federal lands, etc.) are OWNED in COMMON by the American People as a whole... and administered on their behalf by their Constitutionally elected representatives. Surely this isn't a new concept for you, Oyster?
