Depends on what kind of country you want. Look at the years when the Gini was up. Look at the years when the Gini was down. High Gini's correlate well with high crime, out of wedlock births and other signs of social stress.

You can see a similar trend between countries, but there are other factors which could be in play.

So, if you are fine with gated communities as the sign of the middle class, then the answer to your question is 'no'.
