The COW system is only applicable to the island of Kalimatan. Since Atapa is working on Java, they are not affected by the COW system. They have a KP or "mining authorization" which only requires a partnership with an indo co. which they have. It is supposedly a much simpler system that gives them full rights to open a mine.
